Its a misconception but African Americans actually BURN very eadsily regardless of how dark their skin is. Over exposure to anything will cause damage and you therefore need to protect if your going outside.
An SPF 15 (nothing lower) should be fine, if you find your skin is still very dry after being outside (this is also a sign of damage even if a burn doesn't appear) then move up to an SPF 30.

The number in an SPF gives you that much more protection then your natural body can handle outdoors. Of course this is affected by the UVB index that day and how long your outside.

I would avoid a sunscreen that contains zinc or titanium dioxide, as both of these chemicals will leave a white cast on the skin. That's a huge problem against dark skin.

Find a sunscreen that contains avobenzone. If your mother's friend has dry skin (sometimes called ashy), she'll want a sunscreen with lots of moisture in it.
