You can use glycolic acid on the upper knuckles and toes since you only have problem with that area. Your current skin lightening cream seems strong enough to maintain your light knuckles but not strong enough to get rid of it so the glycolic acid should help.
It is hard to tell from the package because they both have the same packaging but the hydroquinone version says 1.9 % Hydroxyphenol on it which is another name for hydroquinone, you should be able to get the hydroquinone version because the kojic acid version is made for European Countries.
